Couldn't locate a date but sometime after July 2003, before June 8, 2006 is when the interview took place.

Why this is a credible source: Don Hooten's son, Taylor died in part because of his steroid use. Don Hooten started a foundation in his name to expose and educate about steroids and steroid use by minors. The DEA is a government agency whose mission includes this section: "
to recommend and support non-enforcement programs aimed at reducing the availability of illicit controlled substances" , the purpose of the article is to spread the word and educate. I would expect Don Hooten to have a bias based on his experience and would take that into consideration.
